In past the work of collection of license fee and spectrum charges were dealt in the DOT HQr. But w.e.f. 1st January, 2003 the work of collection of License fee has been delegated to the CCA’s offices. Further w.e.f. 1st April, 2004 the work of collection of spectrum charges has also been delegated to the CCA’s office.

The CCA UP(East) office is collecting license fee from the telecom operators licensed under the Indian Telegraph Act 1885 for providing various telecom services in the Uttar Pradesh Service Area which includes the State of Uttar Pradesh.

The terms & conditions of the license prescribes the Gross revenue, Adjusted Gross Revenue, percentage levy of license fee payable etc. The licensee is permitted to make prescribed deductions from Gross Revenue and arrive at the Adjusted Gross Revenue (AGR), on the basis of which Service Provider is required to work out the licence fee at the prescribed percentage basis and deposit it on self assessment basis, quarterly.

The license fee is therefore, an important non-tax revenue of Government coming from both Public Sector Units and Private Service Providers.

The CCA UP(East) office:-

  1. Collects license fee from all UASL/ CMTS/ Basic/UL/ ISP ITs/ NLD/ ILD/ PMRT/ CMRT/ IP-II/ Commercial and Captive VSAT Service Providers in UP(East) service area.
  2. Does the verification of deductions claimed by the Service Providers holding UASL, CMTS, Basic, UL, and allows /disallows claims for deduction based on such verification, accordingly.
  3. Assessment of License Fee payable decentralized licenses.
  4. Maintenance of Financial Bank Guarantees & Performance Bank Guarantees as prescribed under the license, its periodical review for validity and amount.
  5. Accounting of the above Revenue and submission of periodical reports to DOT HQ.
Office of CCA ensures that dues of government are correctly assessed w.r.t. license fee and deposited into the Government account timely.

    • AGR statement-duly certified with an affidavit by a representative authorized by Board resolution and General power of Attorney
    • Challan- 5(five) copy
    • Covering Letter of the company
    • All documents in Three sets ie. One Original and 2(two) copies in duplicate
    • Copy of DD
  3. Mode of Payment
    Demand draft or pay order duly drawn in favour of “Accounts Officer(Cash) % of the Controller of Communication Accounts, UP(East) Circle, Lucknow.
  4. Short/delayed payment will attract penal interest as per terms and conditions of License agreement.
